I found that under 1000 rpm the idle would surge wildly so I unscrewed one of the idle plates screws to raise the rpm. I cannot adjust the idle to lower than 1100 or so or the engine will surge. The surging is especially bad when the system is just at battery voltage under 1000 rpm.
