Either unbolt the pulleys and clean them, or do it with a hand wire brush like Remil suggested. Or just put a new belt on and let it clean it off. Just get the bulk of the old rubber off so the new belt can properly track on the pulleys. I would not use any solvent.

What’s the best way to clean a belt?
If not then use dawn dish soap and the nylon Brake clean did the trick. I took the belt off, used a toothbrush and Dawn soap on the belt and that cleaned it up well (i did this first before i cleaned the pulleys), then cleaned the pulleys with brake clean and a toothbrush.
