If its electric you may simply have a blown fuse or it could be a bad actuator, if its vacuum you would need to look for leaks in the system. which could be in the lines to the actuator or the actuator itself . If there is no operation of the doors at all (switching from defrost-floor-vent) then verify vacuum supply on the vacuum line at entry of the firewall (it’s easiest to get to).

According to the schematics I had, this was due to the mode control door not working right. The air would come out of the top vents when I started the car, but it would start clicking then the top vents would close and all the air would come out the floor vents.
