Some calibers are worse about this than others, the intensity of the load as well as the way in which it was resized, and a host of other factors come into this as well. But new brass, right out of the box, should never need to be trimmed or sized.

Annealing should always be done before resizing. This eliminates spring back, and ensures repeatable and accurate shoulder bumping and neck sizing. Annealing should be done every reload.

Why do you need to trim brass?
In the standard calibres we have to trim because, as the case gets longer with the brass flowing forwards, the case will end up too long to actually chamber in the rifle. So, we trim the case back to a set distance to give us clearance in the chamber.

Should you neck size new brass?
As long as virgin brass fits your rifle chamber OK, you need do nothing. Many factory cases have bent necks, and you neck sizer buttom should remove these. I suggest you champfer the mouths inside and out for the first two sizings. Don’t forget to check case length and trim if necessary each time.

Generally most all new brass needs run through the sizing die and chamfered before loading, and trimming is an extra good idea if you want consistency.
Does 9mm brass need to be trimmed?
9mm brass tends to get shorter over time as its reloaded. You can trim it if you want, but about the only end would be to get uniform bullet seating. Might be more time effective to just sort the stuff you’ve got by length, then reload it in batches by case length.
Why is military ammo annealed?

The annealing process restores the ductility of the case by reducing internal stresses in the brass, making it easier to stretch under pressure rather than crack.
