You will either have an issue inside the brake controller or there is a short somewhere else that is causing a draw.

Why does my trailer brake system not work?

Just checked the truck 7 pin and get .7 volts at the trailer brake pin. Is this normal? why would the truck send voltage with nothing hooked up. So the trailer brake system can sense if there is a trailer attached. Plenty of problems with the built in trailer brake system, see your dealer. Best is going to the dealer and have the codes read.
