Why does my international 4300 DT466 not start?

If theres any air in it at all, it wont start. . The daytime running lights (DRL) and low beam headlights are inoperable. The highbeam headlights, markers and all other lights function properly. I have checked the fusebox in the engine compartment and above the glovebox and am unable to locate either a DRL/headlight, fuse or relay.

My truck is at the International dealer getting fixed as I am posting this for the same problem at 159,550 miles on our 2003 International 4300 with a DT466 engine. This truck is owner operated and never abused. I am so disappointed in hearing about this engine o-ring failure problem.
