Can a 2001 Chevy 2500 be put in 4 wheel drive?

I have 2001 chevy 2500. The four wheel drive wont engage. I replaced the front diff accuator and the 4×4 dash button module. The light says it engaged but its not. With the truck in 4×4 mode and the truck in neautral i crawled underneith and cant spin the front drive shaft. I unplugged the battery for five minutes and still no luck.
