Electric pumps are noisy. You can isolate them and that helps but they are still going to be an electric pump. They do need to be mounted as close to the tank as possible and unless you are running braded lines you really need to hard pipe it. cavitation is when the pump is trying to pump more air then fuel.

Once the truck starts and is running you can remove the jumper to the fuel pump and it will continue to run. The only thing i can think of is that you are not getting the priming signal to the fuel pump, that the ECM if faulty. It turns over fine.
