Why are my front tires vibrating at 60 mph?

Wanted to give some info on my front end vibration that I have been fighting for some time. At around 60-65 MPH the front tires seemed to have vibration almost like out of balance. Well after several times at the shop getting Road Force balance with no luck. I had to do my brakes this week.
