Washer fluid button is on the end of the wiper handle, and, no, you do not need to remove the grill on the 2016 model. It is hard to get to the pump from the bottom but can be done. I think that I had to disconnect a wire or hose to get the pump disconnected from the tank, but it’s been a while.

Mine is a 2016 Ram 1500, and had to remove from bottom. Long story short, I replaced the pump and still did not work. New pump had a replacement bushing seat that fits into tank, so went to remove old one and pulled out a clogged strainer instead!
