The whole fuse panel would need to be replaced if it is the relay. Click to expand… the 2008 horn relay is called PCB horn . it is replaceable like other relays no need to solder just pull out .. under hood fuse box next to fuses. the horns do fill up with water or other crap then stop working .

I doubt it is the horn relay. most times it is the horn switch. find the horn relay see if you get power on the relay control coil . if you have power on that coil then the horn will sound. you ever have air bag work/any steering wheel/column type work ? then we get into alarm systems ???

Where is the horn fuse on a GM Truck?
The ”09 fuse panel has the horn fuse in position 29. The horn relay is integral to the PCB in the under hood fuse box and is not serviceable.
Where do I go to Fix my GM Truck Horn?
Jcat, I went to dealership where I purchased the truck and also called GM customer satisfaction rep., GM say they will waive all diagnostic charges from dealership, and might assist me with some of the charges of repair. dealership says it might be the contacts sticking and should be done by them since it is under airbag.
