The John Deere 310 backhoe utilizes a forward/reverse shuttlte, similar in operation to an automatic transmission (except the shuttle only has forward and reverse, the transaxle handles the variours gear ratios).The reverser is seperate of the transaxle.

Your 310 uses a standard clutch/pressure plate assy mounted on the engine flywheel, which I would suspect is at fault.. The tractor will have to be split to service any of the above components.
