Well PVH stands for Pulse Vacuum Hub. The hub works on a Pulse of vacuum to engage and disengage it. When in 4×4 vacuum is sent to the hub to pull the hub all the way in and then release unlocking the hub. Then a reduced amount of vacuum for a time to lock the hub back in for 2wd.

Why is the a / C CLUTCH not engaging in my Ford Ranger?
The A/C requires a enough pressure on the low side to engage the clutch. It protects itself in the event there isn’t enough R134. Put a gauge on the low side (the side nearest the coolant overflow/washer bottle) and see where it’s at.
