I pushed the throttle lever to the stop and the rough idle seemed to disappear. So I hunted around for a spring to install to pull the throttle linkage to the stop and installed it. There’s the spring installed to pull the throttle linkage back to the stop. So here’s what I figured out was happening to cause the engine to not idle properly.
