The fans in the outdoor unit must also run in order to draw the outside air across the coils where the refrigerant absorbs its heat through evaporation and then takes it indoors. Nonetheless, you should stay vigilant when it comes to the sounds your heat pump makes while it operates.
Will fan motor run without capacitor?
Without capacitor you can run the motor. But at starting you have to rotate the rotor manually. If you don’t have to rotate manually then definitely you need to install capacitor. Example you can take fan.

You will need to test with a voltmeter and see if your fan motor is getting the required 110 to 125 volts AC out of your control board to start the motor. I would suggest setting your thermostat to the “Fan ON” position. You should be getting 120 volts out of the control board.

What should I do if my Furnace Fan does not come on?
1. Make sure that your furnace switch is “ON” the furnace blower compartment door is on and secure. Move the lever on the thermostat to the “ON” position. The fan blower should come on. If it doesn’t then you probably have loose or burnt wires in behind the relay or you may need a new fan relay or circuit board.
