When you apply the brakes, clutch is engaged, but the transmission is slowing down because of slowing down of the wheels and this results in slowing down of the engine connected to it through the clutch.

How to tell if your lawn tractor blade engagement switch is working?

Next check the blade engagement switch, sometimes called a PTO or Attachment switch, to see if it is working. This switch has 2 white wires and 4 black wires going to it. In one position, the white wires connect to each other and the 2 sets of black wires make no connection.
