The 15 amp slot is designed for handling current upto 15 amps so if you put a 20 amp fuse in a 15 amp slot and draw a current greater than 15 amps there will be heating and other issues like molten insulation you can put a 20 amp fuse only if u know that u are not going to draw more than 15 amps. It can be done.
