Can a case 580b loader pull itself up?

It has shuttle shift. It can barely pull itself up on trailer, sometimes it takes 2 or 3 tries to get it loaded. It won’t push dirt around very well either. If I get in a big hole, it stalls and I have to use the hoe to pull myself out. Loader and backhoe work great, seem to have full power.
