I fear that it will be the element itself – after doing a bit more reading up, seems like this is not uncommon. The light on the button appears to be working as normal. Will check the connections/fuse and then try to decide on the next step. All other seat functions are working, and the passenger seat is all working normally.

Why are the seat heaters on my Jetta not working?
I bought my Jetta back in May and tested the seat heaters before buying the car and they worked as expected. Now that we’re getting to the cooler months, I’ve turned them on a few times and got nothing. The seats are staying ice cold, both of them. They are not heating on any setting.
