When do the high beams turn off in a Toyota?

When the oncoming car approaches, the high beams turn off as they should. After passing the oncoming car, rather than the high beams turning back on, the AHB indicator light turns off and the AHB system is deactivated for an amount of time between 45 seconds and 2 minutes.
