Wow, a huge thank you to the original poster for this piece of information. I removed the bolt, and after some effort to free the stuck shaft, if finally moved towards the firewall freely, I did the pump thing, and poof, no more clunking. Even with the stuck shaft, still only took 5 min’s.

If you’re having trouble getting the bolt all the way through the bracket on the top end of the steering shaft, flip the ignition (but don’t start the car), then gently move the steering left and right to wiggle the bolt through.
