The air solenoid on the firewall has no power and the manual rocker swich has power only on one side “the yellow/orange wire”.
When does the cooling fan come on or off?
I’ve read that the cooling fan will run the whole time when either the A/C is on or the vent control is set to defrost, regardless of whether the engine is cold or hot. In my case, the cooling fan comes on when the engine is cold, even with the HVAC off and it will remain running at full speed when the engine is running, again with the HVAC off.
What should the radiator fan be running at?
The fan continues to run at its maxiumum speed, regardless of the engine temperature. I allowed the car to run today from cold to just above 80 deg. C before sutting it off today.

You could have a bad high press switch on the A/C. Thats the swtich that will turn the fan on when the A/C is on and say your not moving to get air flow. Unplug the swtich and put a jumper wire on it and if the fan stops you found your porblem. They can go bad and make the fan stay on even with the A/C off.

Do you have to run radiator fan all the time?
An electric fan SHOULD NOT run all the time. A mechanical fan WILL spin as long as the engine is running, but it will only ‘lock up’ when needed. Furthermore, why does my radiator fan turn on and off? To avoid a further rise of temperature, the fan induces air flow.
