When you release the brake it release the steering wheel. 2000 Ford f350 superduty diesel has done this since owned truck approx. From 2003 to current. While at stand still with foot on brake can not turn wheel and at speed while applying brakes can not steer. 3rd steering box to be replaced does wander when going over bumps.
