Actually, the front tires are definitely frozen, so I do not think it’s the hand brake. Recall, the rear tail lights are stuck ON, so it’s the brake pedal, if anything. Any other ideas? How long has it been sitting?

One wheel cylinder* could be stuck on and if there’s any fluid in the system, it may not back off. The hand brake is mechanical, with a large lever being pulled by a cable. You should be able to persuade them back into a non set position. If the cable is rusted and forces them to be pulled, snip it and push the lever back.

One is we’re talking air temperatures of between -20 and -60, which means the air temperature around the brakes and lines at high speeds is going to be a lot lower than that. Two mechanics have told me this is a common problem and that the brake fluid is indeed freezing. So I don’t know.

Why are my brakes not working in cold weather?
These employ a pair of almost horseshoe-shaped shoes. When you push the brake pedal or pull up the handbrake, the high-friction pad within these shoes engages with the drum on the wheel. If there’s any moisture or other gunge in between the two, it freezes over time. Then in the morning it won’t release.
