Why does the trailer Light Fuse keep blowing?

Took a look under the hood at the fuse box and the trailer lights 15amp fuse was cut in half. Replaced the fuse and tried again. As soon as I turn the lights on, fuse blows again. Tried once more for further verification and same thing again….
