Route the cord from block heater forward along trans cooler lines to crossmember and then take cord to the right along frame to the RH tow hook area. Secure cord all along the path using cable ties. Exactly where the cord comes to bumper is up to you. My truck was w/o the cord also.

Get under your truck and look at the block. First you will find the block heater location with the cord attached. Follow the cord to the end. That is how I found mine tie wrapped behind the front bumper, right side. Prior owner never used it or even looked for it.
