Another customer is having the same problem. It is at the dealership now and a technician from Ford head office is suppose to be visiting the dealership to look over the vehicle. It is a dangerous scenario that they are gambling with since they know there is a problem.

The dealership/service company told me to wait until I had 3000 miles, then told me to wait until I had 5,000, and so on. I now have 14,000+ miles on my car and still average no more than 18.5 mpg. The dealership now says that they can’t do anything if there are no software updates indicated by Ford, or if the “check engine” light has not come on.
