Key off and use a good 10 megaohm impedance ohmmeter to test the pin 5 to ground. If no ground the circuit is broken somewhere between the OBD2 connector and the PCM

This is important because in the event that your car goes for an inspection at the DMV or an independent station, the technician will normally test for I/M readiness using their own scan tool. I just double checked the fuses under the hood in the compartment with the 38 pin port and the diagram only shows fuses up to #45 under the hood or under the back seat. Is there another fuse location under the hood?

And others pop the fuse or fry the relay in the fuse box under the hood. The lower trim with the outlets is taken off when a stereo is installed (or removed). It’s possible someone just forgot to plug the outlets in the last time it was off… I neglected to mention that my tacoma is 1995/96.

Every fuse in the truck seems to be OK. Take the socket out and see if there is 12V at the plug (connector). Now that you have the socket out, use your meter and find out where the continuity stops. There is indeed a fusible link (very small) where the 2 spade lugs are located.
