When I went to put in the new part I found that one of the wires that goes into the plug that is under the dash was broken. This break is was without a doubt caused by the wire being moved every time that you tilt the steering wheel. The only reason the wire was clearly visibly broken was because I pulled it out of the plug.

Says there is no re-programming involved because it simply reads the chip and sends the info to the system. The last time my 2001 Explorer failed to read the chip I just bumped the steering wheel a couple times to send vibrations through the column. It worked.
