Is the engine block heater really a heater?
Engine block heaters aren’t really heaters at all. Like Jim said they are basically a dead short that somewhat heats up a “freeze-plug” (same as an expansion plug) but it’s not big enough or hot enough to heat up the engine to where it’s blowing warm air from the heater right away.

Yesterday afternoon I crawled under the truck, couldn’t find the damn plug above the oil filter, because there was a block heater screwed in there! Followed the cord and found the heater plug tuck away neatly where no one was ever going to find it. Truck is plugged in right now and I’m testing it out. Thanks for the tip speed demon!

The plug will be tied up with the left headlight harness, if equipped and hasent ever been used. Have heard that they all had the heater just some did not come with the plug.

You will not see any temperature immedaitely register on the temperature gauge, but warm up should be considerably quicker than without it. On my truck (at 29 degrees this morning), the block heater was on for 3 hours prior to departure and I had warm air coming out of the defrost vents within 1 mile of my house.
