Why does my Chevy Trailblazer air compressor not work?

As the clutch on the compressor clicks on and off the noise gets louder and softer. The air comes out ice cold, and will continue to come out alittle with the system turned off. Does it sound like the compressors bad, does the system need to be recharged, or could it be something else. Any tips are appreciated.
