Why is my air conditioner not kicking on?

A/C Compressor will not come on. I replaced the CCRM located inside the passenger side inner fender, the A/C control head. The A/C is fully charged. Also, the Coolant fan will not continue to stay on when the Defroster or Max air is turned on.
