If this engine was frozen and just broken loose, that may have snapped a ring or two. One or two cylinders with dry and wet compression much lower than other cylinders can be caused by stuck or burned valves, blown head gasket, or cracked head. Stuck valves can be un-stuck by removing the valve covers.
