Can a faulty EEC relay run a fuel pump?

PIP sensor would not cause the EEC relay to cycle, but it would cause the fuel pump relay to cycle. After the initial prime, the ECU only runs the fuel pump when it sees pulses from PIP. Dunno if that’s also true for the compressor clutch relay.
