When I turn off the engine and remove the key the instrument cluster / dashboard lights stay on and radio will not turn off. I have to remove the battery terminals to break the power. Has anyone had a similar problem? Could it be a relay failure? may be a dumb question but did you check the RAP fuse in the fuse block?

I checked the fuses that you would think to check, and everything was ok, nothing was blown. But after doing alot of trouble shooting I found that I did blow a fuse, but instead of being the 601 fuse it was the #41 fuse. It is a 10 amp fuse for the instrument cluster.
