The electric shift t-case is controlled by the GEM on your truck, using feedback from a position switch on the t-case shift motor. The motor gets power thru the relays, but your prior problem of getting into 4H but not 4L points away from that being the problem, at least initially.

ESOF shift relays are located in a box in front of the main fuse box. Identical to the one between the main fuse box and master cylinder that’s for trailer tow stuff. Lift and support the front of the truck so the front wheels are off the ground ( take safety precautions, chock wheels, jack stands, etc )

How to troubleshoot a Ford 4×4 transfer case?
Key on, engage 4×4 and try to turn the front drive shaft. If it turns it is a problem with the transfer case. If it doesn’t it is a front axle engagement problem. Shut of the truck ( still jacked up, and supported ) remove the vac lines from the IWE. The spring should push the gears in, without the vac line on.

There is a TSB on the 2004-2006 IWE solenoids, a newer revision has been made, and used from 2007 and newer MYs. If the front driver shaft does turn, use a dead blow hammer on the transfer case to try to knock the transfer case shift motor free, could be hung up.
