Yes the dash has to come out then the hvac unit itself so it can be split apart to get to the parts. You might get away with splitting the hvac without removing but I kind of doubt it. Sorry helpful? Hello I just encountered the same issue, did you find a resolution to your problem?

To test the blend door operation and too double check that you are changing the correct actuator motor turn the blower motor on and work the door in each way. You will be able to feel the air change temperature or vent level.
