Why do my headlights turn on by themselves?

Yes it does. I just noticed that after it sits awhile it takes about 10 seconds after i turn the key for the dash lights and radio to come on. That all looks OK. Just feeling around on the other relays the only one clcking is the run/crank relay when the key is turned on. Do you have a test light?
