I finally found the Vapor Canister Vent Solenoid. It is not in the engine compartment. It is located on top of the Vapor Canister which located underneath where the spare tire is. To get to this, you need to remove the tire and the Vapor canister. The DTS code PO 446 points to plug that is attached to Vapor Vent Solenoid.
