The only way the manual release has a connection to the tilt circuit is via the internal BICS pressure that opens the lock valves. It just seems you’re loosing internal BICS pressure. Now if this theory has merit, I would pull the BICS spool and the lift and tilt lock valves, inspect the o-rings closely.

Not sure if your bobcat has extra hydraulic hookups, they should be on the left hand side. hook them up, good to go. Is the wire simply broken? If so, you can just splice it back together for now. Can buy at the hardware store a little splice tube – put both ends of the broken wire in (strip back some of the insulation) and crimp it tight.
