Turns out it was the primer pump, apparantly the motor still worked, but the pump part had stopped working. Ended up pulling the line off the primer pump inlet and running a hose into a bucket with fuel. Turned the key on and started the pump.

All I had to do was reburn the ECM, and put in a fake DPF canister for back pressure on the turbo so it won’t overspool. It cost me $3,000 parts and labor. You can change out turbo, but not required.
