What’s the torque outlet pressure on a D6h?

The torque outlet pressure reads about 50 psi in 2nd and 3rd, stalled and forward/reverse. 1st as soon as you go forward or reverse it drops to 0, put it back into neutral 50 psi again. Could this be a sign one of the clutch’s is out or do you think it’s a torque converter issue?
