Can a reed valve be cut out of a hydrovane compressor?

Cut out two gaskets. Make sure you clean up all surfaces properly. You wouldnt beleive how much a little bit of old gasket will stop the pressurisation of the unit. Thats it, there is nothing else to it. The reed valves are only for over heating the thermovalve at the end that controls the flow into the rad can be dumped if the seals have gone.
