As mentioned, use new stretch bolts and ensure bolt hole is completely clean to its full depth. Do not use anything that could pierce below bolt hole. BTW 90 degrees is a quarter circle turn, don’t try to do one 180 degree turn after the 7Nm. or do you just put the extra turn on as you do the job ??????

Try checking the pawl is loose as you finger tighten the bolt, as it pulls down the pawl should stop moving. If not you need to clean out the hole more .. i will make sure that there is no rubbish in the hole as well.
