Your vehicle has two thermostats, a primary and a secondary. The primary and secondary thermostats have different temperature profiles with respect to their opening temperature because they are located on different areas of the engine. The secondary thermostat is located in the cylinder head under the water plenum.

I have the same problem on a 2012 Journey. The passenger’s side gets warm but not hot. I have checked the heater core and the pipes going to it. Both lines are hot. I have watched the actuator move the lever for the door. I have taken the actuator off and moved the lever for the door myself.
